What would cause a Configuration Id for CTO part not carryover on Intersite Order?

What would cause a Configuration Id for CTO part not carryover on Intersite Order?We have hundreds of configured parts working fine but we have one part not working correctly. We compared this part to the ones that work fine and they seems to be setup the same. Any ideas on what would cause this?

Using APPS10 UPD11 IEE.

In my experience, the most likely cause is the supplier for purchase part in the receiving site isn’t setup to transfer the configuration.
