Can you check if the there's a record for "OutgoingInvoice" Logical Unit in the below window?
Solution Manager\User Interface\Custom Objects\Excluded Logical Units
If so you cannot add custom fields for this LU.
RnD or the solutions team might have done this for some reason and you might need to check with them by raising a support ticket before doing any changes to the data in "Excluded Logical Units" window.
