Unsure if I am missing something. Is there a reason why the Startup behvaiour section isnt available on some screens?

Cannot explain why, but this appears to be the case for all pages that have a tree view in the record selector. The system auto-populates and the user cannot change this behavior. I know in previous versions the Startup Behavior was available, but changing any of the settings did nothing, so I guess they just took it away.
