I want to restrict access to Lobby Overview and I have removed it from all the permission sets that the user has. But still the user has access to it.
Is there anyway I can find which permission set give access to Lobby overview ?

Please try revoking GUI Seetings - Lobby Overview presentation object from your permission set.
Similar scenario here
You can see what permission sets and which users have access on the Presentation Objects Grants screen.
Search for GUI Settings - Lobby Overview in the Description field
and the Permission sets and Users are shown in their respective tabs
