Unclear what function is of Project Reporting LTU against the Employee and Manager Self Service LTU?

If we don't use the Project Reporting LTU, from the description I expect that the reporting of time on a project will still be possible via the Employee and Manager Self Service LTU.

Do I make a thinking error?
