I understand that during and upgrade existing IAL’s can/will be migrated to IFS Cloud so I assume that the IAL Configuration for scheduled data refreshes are migrated as well. My question is this, is there support in IFS Cloud to change the “copy update strategy”? If so, how is this done?

If it is changing IAL replication schedules you are interested in, yes you can change it as necessary in IFS Cloud as well from the Aurena client. It’s just you cannot create new IAL Objects or make changes to existing ones via IAL Object Developer like you used to.
