We are starting our Cloud upgrade project, and are running 24R1.  We configured our system to use ADFS for user login.

We’ve run into an issue where the first time a user logs in to the Cloud environment - they press the “login with current user” button and the next screen prompts them to change the password.

It doesn’t matter what the user types in for a new password - it doesn’t seem to go anywhere.  This is creating a lot of confusion because users think they are changing their ADFS password - but they aren’t.

After the initial login - it doesn’t happen again.

Anyone know how to turn this fake “update password” off?

In one of my ticket I got following answers:

Based on our product development team's response this is the normal behavior.
In this case you might have enabled the default IDP. that means you can login from both ADFS and username password.

As mentioned, it is the normal behavior if the "Password for new users" parameter under "View user creation settings" is set to "Custom" or "Username".
