Can not create information source

Could you please check the available BR navigator structure and the  selected “Navigator folder name” when creating this QIS? 

If you are noticed any duplicate record in the selected folder you can select another folder or create a new one. Please refer to the below documentation to get an idea about draft QIS and setup BR client navigator.
