I have a simple question. Do i need a developer license for using access providers? For example .net access provider or com access provider.

No, not as far as I am concerned.
Once you have downloaded and installed the access provider libraries from the Applications Add-on page, you can start working with them in your application.
You will be needing licenses when you want to use IFS Development tools like report designer, developer studio, etc.
