We have a problem, in cloud 23r2.
When a person who are included in a invoice posting authorize group wants to change invoice recipient in invoice row. We receive an error message saying “you are not authorized to do modify or change authorizations. “
If the person changes invoice recipient to him/her self and after that changes to the right / new receiver it works perfectly.
Is this a bug or something we missed in basic data set up?

Best way I can describe this… Think of the invoice recipient as the owner of the invoice. That invoice recipient can then change things on the invoice such as change authorizers.
A basic data element that changes the above is when the invoice recipient (invoice posting authorizers screen) has super access. If the invoice recipient has super access, they can change data (for example the authorizers) on an invoice even when they are not the invoice recipient. This may be the basic data change your asking about.
