Please check the options in tools and change the IFS currency format in the regional settings. press the ALT and you should be able to get the tools option.

But can we set space as a thousand seperator in regional settings?

In apps 10, if you try entering a space bar as a thousands separator the following is produced.  Invalid format.  Same with . as decimal.  The space bar is not allowed. 

So, it does not appear to be possible. 

On a custom report, anything may be possible.
