We urgently need a mechanism in IFS to prevent ordering materials or charging time against a customer job with a credit hold. Does anyone have any suggestions on how something like this could be done? I would appreciate any thoughts.

The quickest way to achieve this would be to create a custom event which you could invoke at the required stage in the process, i.e. when a user is trying to save a time booking against the job.
Not sure which version of IFS you are running, but attached is a guide on how to do this in IFS Apps.
