would you please share with me the Cost Rollup Procedure and Working Instructions? We are implementing multi-site BOM, and the cost need to be rolled up to the final product site.

    The process is dependent upon the valuation type you utilize.   Common high level is a cost calculation (from the relevant cost set), validate calculation, adjust if necessary, calculate and then copy to cost set one.
