I tried looking under “Write-off Codes” but do not see the user there. This is the below error message:

The write off codes have a limit per user.   based on the error message it appears you're trying to delete a user.

Thanks! that was it, we are cleaning up usernames and yes that user account I couldn’t remove because I couldn’t remove the site because of that write-off code. 

The navigation may be a bit different (the snip is in Cloud)
