In our environment in APPS9 we are performing an import of BudgetTransaction using External File Assistant.
In one of our companies, this is additive. In other companies all existing lines on the Budget Template are removed, and only the lines in the import file are added.
We would like the behavior to be consistent but have so far been unable to locate the parameter or reason for the different behavior across companies.
