in the application for payment, user entered the header data and try to save ;

system raised the error message (the activity cost object doesn't exist)?

This looks like a basic data setup issue. Please check the following basic data:

  1. The report codes used in the Sales Contract are valid,
  2. The report codes used in the sales contract don’t have the valid-to date in the past
  3. There is a valid cost/revenue element that applies to all items in the sales contract
  4. The dates on the project activity are not in the past
