What would cause a time clock to duplicate its output?

We currently have two timeclocks to create non part usage lines, one for travel time and one for labor. However it seems like in some situations a duplicate labor line is created 

Travel

Start - Enroute, End - In process

Labour 

Start - In process, End - Wrap up

Has anyone seen something similar? What is causing the ‘resume’ entry and is it related?
