we need to do engineer assignment for some requests however those requests are already closed in FSM. So, if we reprocess the integration it will not work. but we can create a payload using query for those requests. Is there a way to send the payload manually using xml poster or something like that?

we should be able to use the same mechanism to send the message out from FSM also right?

Isn’t it possible to use the integration schedules option in fsm connect here? You can invoke the perform_outbound mpm and the selected requests in a perfrom_batch xml as an explicit transaction.
