The business requirements are not 100% clear to me.
But, you can create a custom control with a drop-down menu that will have values like 00,15,30,45.
The values can then be set on the actual date-time field that is used for booking/charging.
Alternatively, you will create a client script/business rule that will round the time entered to the next 15-minute block.
Other solutions are available, just need to choose the most appropriate for your use case.

thanks for the good feedback.
Our engineer charge their time in 15-min-steps; and not by minute exactly.
Therefore it would be easier for the FSE to add the time in 15min-steps - instead of scrolling for the correct minute.
