Another thought.
Check if the assigned role has any import/export function disabled.
In the role screen, check the functions tab and see if there is anything like ‘IMPORTEXPORT%’
Where % can be any string.
For example IMPORTEXPORTWIZARD, IMPORTEXPORTANY, etc.

I am seeing this issue even when the user has role access and is actively using import/export in their role. To clear the error I have them refresh cache and it will clear their access issue and they are able to continue using import/Export. Thought I would share for others who may experience this issue.
