Why this error occurs in FSM?

“Product Id already exits”

Is this a Baseline error?

This should be coming from the baseline as there is already a FSM message translation called KeyAlreadyExists defined there. Hope that you are receiving this error from a standard screen?

You did not elaborate much.

I assume you have created a new product with an existing product ID.

You need to have unique IDs per product.
