Our understanding was that PSO, HTM would only find available routes to locations via road access. We have a clear example of a location on an island, serviced only via ferry, where the ABE has provided offers for appointments. This is not our desired behavior. Are there any parameters we need to review? How can you assist us in looking further into this issue.

The PSO HTM system does allow travel via ferry to reach areas of the map, but if you want to restrict some areas of the map then you can use Travel Barriers to achieve that.
In the Scheduling Concepts - Travel document you will find a section explaining how to use barriers for various purposes, and they can be quite handy for telling the system to stop resources from travelling out of (or into) certain areas.
