Just wondering would any body know can you re-open old MRB’s once they have been closed out?

Yes, in fact, you need to learn to operate like that because you can only have one open MRB case per part per site at a time.  So you need to keep them all closed, all the time, then only open them when you are working on them, else you can’t create new ones for the same part.
