Can i any one confirm me that can we create one new permission set in IFS 7.5 version if can we, what is the process.

Yes you can create own custom permission sets.

Open Solution Manager
Open permission sets
Create new permission set
Add the pages you need access to from the Navigator. Possible to grant query or full access.
grant the permission set to a user.
