Critical safety parts and ITAR Suppliers handling

1. What is the best way to handle Critical safety parts and which field/s can be used to identify a part as a critical safety part ? 
2. How to implement ITAR control for suppliers

I know it a open ended question but at this state  I am after info as much as I can find
