When setting up the Competence Requirements like Groups, Scale and Elements: 

Seems to be a required field that is required called Competency Point.  We are not understanding the reasoning of why or how to set up the numbers correctly.

We are on IFS9

A Competency level represents a different level of proficiency in a certain competency, Competency points can be used to determine the value of a skill based on criteria such as time needed to learn or rarity. This way a level of skill particularly valuable to a company can be given much more value than a lower level.

Below you can see how I set up each Competency, their Levels and their Level Points. The reason to set it up in this way, is that you can on an operation in Apps9 or a task demand in Apps10, etc. can specify which competency level that is required to execute a specific operation or task. The added Level Points is then used when allocating resources via Apps9, Free Time Search and Allocate Resource Gantt vs Allocate Resource Gantt in Apps10. The base functionality is like…: if you on an operation or a task enter the Competency requirement “VIBRATION_ANALYSES” with Competency Level requirement Good, then the Free Time Search versus Allocate Resource Gantt returning resources connected to Competency Level Good or higher (Good, Excellent and Specialist). I.e., you will not get any resources connected to Average or Elementary because they are not fulfilling the requested skill requirements.
