Is the My Inventory module based off of the default warehouse of the user? That had been my understanding, but in 15.4 that does not seem to be the case. If not, what warehouse is this driven by?

Warehouse should be your Default Warehouse. This is a bug with the module and reported to support (US0066948@@1)

Kyle is correct and it is supposed to be based on the primary warehouse of the user.
If you expand the selection criteria, I believe you will see the warehouse it is using for this module though if I am not mistaken the bug Kyle mentioned indicates this was a blank value.
In my case, it is the Phil-Main warehouse which you may not see if the filters are collapsed (see red double-carat by the Quick Search). This will confirm to you which warehouse was used for the scroller results.
This has been fixed for the upcoming SU3 release. If critical, you can ask your support team when you log your ticket if possible to get this fix ahead of the SU3 release.
