Navigator Item address is changed on certain user accounts.

What could be the reason ?

Perhaps it’s been renamed in the profile. If it affects only one user, then it’s most likely in that user’s personal profile, else it would probably be in the base profile. If you’re comfortable looking through profile contents, you’ll find it here:

If you go into a base profile, you can (if you have admin access) set it as active in the current session to view and make changes on the fly.
