The Freeze command is available on ech column header as we see below. It has an impact with Horizontal scrolling. 

However, the Column Headers/Names are always visible regardless of the Vertical scrolling. Hence, I wonder why a Freeze option is looked for.

@hmccabe The functionality works in the Table view as @Mayura Wasantha explained. In the List view this is not available as it is not possible to scroll along x-axis.
