Coordinator field on Customer Oders will not auto populate

I created a new “User” and setup the “Person” and created a “Coordinator” and assigned to a group but the coordinator will not auto populate on the customer order screen. We have other users that auto populate their coordinator when creating a customer order but not this new user. We upgraded to APPS10 UPD11 4 months ago, is it different in APPS10?

What am I missing?

In the Sites per User page, define a Default Coordinator ID for the User ID.
