Hello, how can I cancel an order, there is no transaction behind. I got an error mesg below when try to cancel:

we have a project that needs to be canceled, but when we try to delete it (right click, cancel project) we get the error message, the user has permission to cancel and did several times before but he can't . What could be the raeason.? There is no change in permission list.
