Is there a way to change standard business logic or rules in IFS IEE? Our marketing team does not follow certain rules and wondering how I can check what rules or logic is standard and if it can be modified in the backend.

Yes, it’s possible to change the backend code as customization. This is facilitated by IFS consulting organization or IFS Partner organizations.
Apart from that you can implement your own logic and use them via custom objects (Custom menu, custom events/actions). But there are limitations as well. Please refer to below link:
