I have not seen this before or heard of it. Both requests are calling the same report template, just from a different direction, so it is not a matter of the template is missing.
When you say sent to the customer, what exactly are the steps/clicks you are using to send it?
At first glance, it seems that perhaps the ‘user’ who handles generating/sending the report may not have the permissions to access the data while the back end user does have it.
I will take a look at this in our QA environment for you but would appreciate the clear steps.
I’ll get back to you, Phil. I was thinking permissions as well, but would expect the opposite - that reports were sent OK from the application, but could not be opened by the user.

As discussed with you earlier today, I found that this was a problem in v15.2 HF1. When I deployed v15.2 HF4 to our QA for your code, the reports were properly populated.
This will be fixed when we deliver the next release to you containing HF4.
