We don’t have Email configured in Customer Center but technician enter the e-mail address manually while closing an activity. But email were not sent to customer.

Assuming, communication center is able to send emails (please test) then it looks like it is a support case.
If communication center is not able to send emails, then you should review your setup for Outbound Email in your global.xml configuration editor to see if the settings are correct.
Otherwise if Communication Center is able to send an email, please log a case so Support can look at this with the details and screen shots.
