Are we able to change the customer on an existing OPEN Purchase Req when it is tied to a Service Order? We tried updating the Service order to a “Site”. but it tells me the material is in a shipping status so I can’t update it. I have attempted to remove the site on the purchase Req itself, and I’m not able to edit that either.

Short answer is no.
If you really need to have the Purchase Requisition linked to somewhere else, you will have to Discard BO on the material (assuming your status is Backordered / PR Opened). Once you have done that, it will delete the PR and the material becomes needed status again.
Then I would make the changes to the site / company on the service order and create a new PR.
I tested this on our latest version reproducing your issue that a shipping process was already started. It was only possible to change the site on the service order after the PR was deleted by discarding the backorder so the material status was again set to needed.
