We are working with one of our customer to rollout the application 9 in country of Romania and we found the translations for various reports in local currency is not available, any idea, can we get the translation file for Romania to import into IFS9 application or how to get the file for import?

For Apps 9 and 10 the way to do this, i.e. to request language translations, is to create a new case and assign it to Consulting Services. They can create an add-on delivery for the translations. Once this delivery has been assembled and is ready for delivery to the customer they (the customer) can install the delivery just as they would any other delivery, i.e. for mods or patches, using the IFS Installer application.
