Do you know of any functionality that can be used to restrict certain parts to be sold to certain customers within a country ? Export Control and Limit Sales to Assortments will not do.

I don’t think there is any other option other than using Export Control since this is what it was designed for.

Found below information from a previously logged case on “Flag Sales Part from being sold to other vendors”,
You are able to limit the sales by defining which parts the customer can buy with the use of Assortment functionality. But not the opposite, which parts the customers cannot buy.
So it would mean that for all other customers you would have to connect all other parts than the specific ones you do not want them to buy, to some Assortment.
If not your requirement needs to be handled as a customization.

If the Application version is 9 or 10, you can do this restriction using simple custom tab in the sales part window and Custom event in Customer Order window.
Define the customer info in the newly introduced tab in Sales Part window. Using this information you can create a custom event to trigger at order line creation point to stop the line save.
