this process is described in the FSM Installation Guide, starting at Page 67. You can find it here:
In a nutshell: Side-loading via FSM Mobile Service is not possible and IFS can only deliver the iOS App through Apple Business Manager to you. Thus, you need to register for the ABM program and request the distribution via a ticket to IFS while providing your ABM information.
